Background of the Study
The digital divide remains a significant challenge in many parts of Nigeria, particularly in rural areas, where access to technology and digital education resources is limited. Kano East Local Government Area, part of Kano State, is one of the areas where local government efforts to promote digital literacy could play a crucial role in bridging the gap. In response to this challenge, local government authorities in Kano East have introduced various digital literacy programs aimed at improving technological skills among the youth, women, and marginalized groups.
These programs aim to equip individuals with skills necessary for participation in the digital economy, access to e-governance services, and the ability to engage in global conversations. Digital literacy programs are essential for addressing the changing demands of the job market and empowering citizens to benefit from digital innovations.
This study seeks to examine the role of the local government in promoting digital literacy programs and assess their impact on the socio-economic development of Kano East.
Statement of the Problem
Despite the introduction of digital literacy programs, many residents of Kano East still face barriers to digital inclusion. Challenges such as limited access to technology, inadequate training facilities, and a lack of skilled trainers persist. This study aims to investigate the role of local government in promoting digital literacy and identify the factors influencing the effectiveness of these programs.

Scope and Limitations of the Study
The study will focus on digital literacy programs promoted by the local government in Kano East Local Government Area. Limitations include challenges in assessing the long-term impact of digital literacy programs and potential biases in responses from local government officials and program participants.
